This is a card that allows you to play PC FX games on your PC 9800 computer. The PC 9800 series of computer (also made by NEC) is an entirely Japanese homegrown computer that runs ported versions of Windows or Dos but has different (some say superior) architecture from the IBM PC clones that litter the rest of the world. Thus while I'm sure getting one of these to work in your PC isn't impossible it's probably a major pain in the ass.
