Educational game system from Vtech, who also makes various electronic toys and handheld games for kids in the 5-9 age group. Very colorful and sturdy console, made to take the beating it's intended age group puts out.
Large joystick has oversized buttons for small hands, also it can be reversed to accomidate both left handed and right handed children. Games look to be about 16-bit in quality, and seem to be mostly light platformers, racers, or shooters with an educational element to them. Most of them have star some type of cartoon character like Mickey Mouse or Scooby Doo. System runs from batteries, as there is no option for an AC adaptor.
Lack of an AC hinders the system somewhat, I guess the idea was to make it easily portable to take to friends houses and such. Neat little systems like this have a tendency to be ignored in the shadow of the humongous and overpriced next gen consoles and sometimes become collectable in later years.
